Express Entry is a two-stage system
Eligible candidates enter a pool and receive a Comprehensive Ranking System score. IRCC issues invitations through different types of rounds. An invitation permits the candidate to submit a permanent-residence application; it is not an approval.

Is there one fixed CRS score required?
No. Invitation thresholds depend on the particular round and the candidates eligible for that round.
Does a provincial nomination help in Express Entry?
An enhanced nomination can provide substantial additional CRS points, but the candidate must satisfy both provincial and federal requirements.
Is H&C another economic immigration program?
No. It is a discretionary request based on humanitarian and compassionate considerations, assessed on the complete facts and evidence.
