Manitoba PNP Invitations: Understanding an LAA, Nomination and PR Application

Manitoba Provincial Nominee Program selection reports are snapshots of particular draws. A Letter of Advice to Apply (LAA) allows an eligible candidate to submit an application to the MPNP. It is not itself a provincial nomination and does not guarantee permanent residence.
From LAA to provincial nomination
A candidate who receives an LAA must submit the required provincial application and establish that the requirements of the relevant Manitoba pathway are met. Manitoba then assesses the application and decides whether to issue a nomination.
After nomination
A provincial nomination allows the nominee to proceed through the applicable federal permanent residence process. Depending on the pathway, this may be through Express Entry or the non-Express Entry PNP process. IRCC makes the final decision on permanent residence and assesses federal eligibility and admissibility.
Occupation targeting changes
A historical draw targeting STEM occupations, French-speaking candidates, health occupations or another group should not be treated as an ongoing entitlement or permanent MPNP rule. Selection priorities and draw criteria can change.
Express Entry nominations
Where a nomination is issued through an Express Entry-aligned PNP stream and is confirmed and accepted in Express Entry, it adds 600 CRS points. The candidate must still receive an ITA and submit a qualifying permanent residence application.
Documents to prepare after receiving an LAA
Check the invitation’s deadline and the exact MPNP pathway. Assemble supporting evidence for employment, settlement connections, language results, education and other claimed eligibility factors as applicable. Notify the program of material changes where required.
See provincial nomination services and book a consultation.
