Refugee protection and claims involving Pakistan

Refugee claims from Pakistan can involve allegations of religious, sectarian, political, gender-based or ethnic persecution. Communities frequently discussed in country-condition evidence include Ahmadis, Shias, Ismailis, Baloch persons and other individuals who may face serious threats depending on their personal circumstances.

Individualized assessment is essential

Membership in a particular community does not automatically establish a successful refugee claim. The Refugee Protection Division assesses the claimant’s personal evidence, credibility, objective country documentation, availability of state protection and, where applicable, whether a viable internal flight alternative exists.

Country-condition evidence

Claimants should use reliable and current documentation, including the Immigration and Refugee Board’s National Documentation Package and credible human-rights reporting. Conditions can vary by region and can change over time.
